Two (2) Days’ Continuous Dharna Programme Launched at Yogayog Bhawan at Call of NFPE Group of Unions

At the Call of Postal Co-ordination Committee, West Bengal, NFPE Group of Unions observed 2 days continuous Dharna Programme from 27^th May’ 2015  to 28^th May/’2015 at the Chief Post Master General’s Office, Yogayog Bhawan, Kolkata, demanding fulfillment of 15 Points Chater of Demands. Hon’ble Chief Post Master General accepted the Memorandum from the leaders of the NFPE Group of Unions and discussed on the issues with the Circle Secretaries. She assured the leaders of fixing a date within a short period for further discussion in detail on issues raised on the Chater of demands. Unique example of gathering of rank and file of the organizations was witnessed at Yogayog Bhawan. NFPE has again proved its organizational strength for mobilizing the general members against oppressions and injustice. Thanks and Red Salute to all members of our mighty and glorious organization. Circle Working Committee Meeting Held on 22.05.2015

Joint Working Committee Meeting of R – III and R-IV Circle Union was held on 22. 05. 2015 at Tarapada Memorial Hall. Review in respect of Parliament March on 28^th April, Deferment of Postal Strike which was scheduled to be held w.e.f.  06.05.2015 and schedules of ensuing programmes were discussed in the meeting. Problems regarding appointments of newly selected Sorting Assistants was discussed with serious importance and has been decided to pursue the case at level of Directorate through our Central Headquarter. Sincere appeal has been made to all the members for attending Dharna Programme at Yogayog Bhawan on 28^th May and to make the Programme grand success.

Circle working committee meeting jointly with R-iv has been scheduled to be held on 22^nd May 2015 at T.P.Memorial   Hall at 11-30 am sharp. Notice in this respect has been issued and submitted to the appropriate authorities separately by each circle union. Meeting with DPS (HQ) Regarding the Problems in Connection with Appointment of the Newly Selected S.As / P.As

Today Aparesh Lahiri, Circle Secretary R-II, Sanjay Chakraborty, Circle Secretary, R-IV and Samir Kumar Bardhan, President CHQ R- III, met with DPS (HQ) and discussed regarding the problems cropped up i.c.w.  appointment of the newly selected PAs/SAs for the  year 2014. In the discussion DPS (HQ) assured the Leaders that the selected candidates possessing   the requisite qualifications and having genuine certificates should not be worried at all. DPS (HQ) also informed that the Circle Administration is maintaining close contact with the Directorate in this regard and the problem is expected to be resolved within a short period.

In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.

1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.

2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.

3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.

The ground was under active preparation for indefinite strike w.e.f .06.05.2015.

  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.

On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7^th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.

Hon’Minister of Communications has assured that the GDS issues would be looked into with an open mind and he would try to his best.

The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.

In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.

The meeting with Hon’ MoC is hopeful.

Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .
