A
sit-in demonstration was organized by the NFPE Group of Circle Unions including
AIPEU-GDS(NFPE) at the 5th floor of the office of the chief PMG, West
Bengal Circle, Yogayog Bhawan, Kolkata-12 on 28-06-2012 from 1100 hrs. to 1700
hrs. From this demonstration one memorandum of 16 points of chartered of
demands submitted to the Chief PMG as below.

Memorandum
This mass
demonstration of all cross section of Postal Employees held on this day at the
floor of Yogayog Bhawan under the banner of NFPE (including GDS union)
expresses its serious concern over certain steps taken by Circle Administration
and various circulars and orders issued by the authorities in connection with
installation of AMPC at Kolkata AP Stg. This demonstration also observed that a
sense of insecurity has already been developed amongst the RMS employees at
large, which could easily be avoided particularly when our organizations were
not against modernization of RMS works. A section of lower level officers
mainly in Kolkata RMS, in the name of implementation of instruction of higher
level officers have been doing everything at every now and then without caring
the staff side, which should immediately be restrained to avoid further
resentment amongst the staff. However, this demonstration therefore put forward
the following demands for your kind consideration.
Today’s huge demonstration of
all cross sections of postal Employees also observs with deep anguish and
concern that over recent period, a section of Administration at every tier in
this Circles is gradually becoming partial, vindictive and autocratic to our
members. They are favouring FNPO most irregularly and even forgetting their
duties/ responsibilities and the dignities of their posts. Not only that
sometimes they are intervening in our business in unjustified manner
particularly when we are demonstrating in our justified and legitimate demands.
Series of events can be cited as references, among which we are mentioning some
herein below :-
1.
No displacement
of RMS employees from their present establishment.
2.
No outsourcing of
job connected with AMPC
3.
No deprivation of existing DRMs/ Casual laborers
now working in Kolkata RMS. Immediate payment of wages to daily rated majdoor (DRM)
working at Kolkata GPO, different Business offices at North Kolkata/ South
Kolkta/ Kolkata AP Sorting etc.
4.
Immediate grant of employment to the family members
of Late Birendranath Roy, Ex night guard of Dalmohoni PO under Jalpaiguri
Division, who sacrificed his life for the sake of Govt. property.
5.
Opening of more L1 offices such as Sealdah RMS,
Kharagpur RMS & Malda RMS etc to avoid back route of mails or to avoid the
detention of public mails.
6.
Filling up all categories of staff including
Drivers at MMS Kolkata.
7.
Immediate filling up of all MTS/ Group-D vacancies
throughout the Circle.
8.
Centralization of PLI-RPLI works.
9.
Stop decentralization of Postal Account office.
10. Stop
partial, vindictive, autocratic activities of a section of officers at
different levels.
11. Stop curtailment
of/ interruption in Trade union rights. In this connection recent letter no.
G6-62/ Union Misc (Pt 1)/ Ch-III dated the 27-06-2012 issued by Dy. Director,
Kolkata GPO to our Branch union may kindly be referred to. Holding of
periodical meeting particularly at Branch/ Divisional level.
12. Grant
of 3(Three) MACPs to the officials promoted to SBCO by direct examination from
Postmen/ Group-D cadre.
13. Arrangement
of adequate space at 4th floor for newly shifted Postal Account
Office.
14. Immediate
shifting of Kolkata Air Port PO (under North Kolkata Division), now working at
Rajabagan PO to its initial position.
15. Stop harassment
of staff from L2 offices in the name of attachment. Dte. Instruction in this
regard may kindly be followed to.
16. Non
curtailment of basic amenities like supply of filtered water through Aqua-guard
in PLI & in fifth floor and supply of fans & office stationeries.
We have firm belief that the Circle Administration will be considerate
enough to look into the above points sensibly and take appropriate action
according to avoid unnecessary confrontation between the staff side and the
administrative side and also to run our department smoothly.
