Sub : - Vision and object –
circulated accordingly by DOP
Respected
Sir,
We are very surprise after receiving
the documents in c/w vision and object of the department circulated in the name
of Citizen’s Charter.
In the circular putted in the web
site of India post specified categorically regarding service standards of
services provided by the DOP.
So far the Mails in c/w 1) delivery
of the first class mail, 2) delivery of registered / insured articles etc. 3)
delivery of speed post articles, 4) and other related postal services etc. are
mentioned as service standard and units. (copy enclosed for ready reference in
connection with mails).
The process or idea which were
mentioned is most scientific and rational. The system which is now prevailing in
this circle are sufficient enough to delivered the articles as intimated by DOP
in the above said circular.
By introducing the TVP/TMP and MMC
services unnecessary expenditure are incurring and the staff are putting in a
embarrassing situation. On the other hand the questions of the existence of the
sections which are now plying are in danger. The question of austerity measures
are also denied.
We believe this was only happened as
the authority took the unilateral decision keeping the service union in dark.
Though in every occasion it was suggested to discuss the issue in open mind for
to exchange the views before taking final decision.
Sir, we are the base/field level
employees having the better knowledge about the mail movement and other parts
in c/w RMS & MMS in particular. So without taking the confidence as the
process was adopted is nothing but a dangerous move on the part of
administration. And we cannot denied that the entire responsibility lies upon
the administration due to their unilateral approach and decision.
Though
it is too late in spite of those we are agree to submit a concrete proposals
for smooth functioning of mail movement and timely delivery of articles-if it
is asked from your office.
Expect your kind cooperation, considering all the
constrain to settle the issue at an earliest.
Thanking
you,
Yours
faithfully,
(S.K.
Bardhan)
Circle
Secretary.
