“The Prime Minister has approved the composition of the 7th Central Pay Commission,” the Finance Ministry said in a statement today. The pay structure of the 50 lakh central government employees will be revised after the report submitted by 7th pay commission with effect from 1.1.2016. 

The Commission has been mandated to submit its report in two years’ time and its recommendations would be implemented from January 1, 2016.

The 7th Pay Commission will review the Pay Structure of about 50 lakh central government employees, including those in defence , Postal and railways, and about 30 lakh pensioners

The Finance Minister Shri P. Chidambaram has issued the following statement:

Circle Union wrote regarding Manning of TVP Sections in West Bengal Circle

                        Sub: Manning of TVP Sections in West Bengal Circle.

Respected Sir,
            Kindly recall our discussion had with you on 23/12/2013 regarding the functioning of TVP Sections as started/ initiated by the Circle authority since September, 2013. The matter was brought to your kind notice that without taking approval from the Railway Authority Department started the functioning of TVP.
            So far report received by the Circle Union that the TVP are carrying a good number of Bags causes a misunderstanding with the passenger travelling in the same compartment. While travelling by train purchasing daily ticket/ Session ticket there is a norms prescribed by the Railway Authority for carrying of articles. But, the employees are compelled to carry the Mails more than the specified weight as prescribed by the railway authority.
            If you kindly remember at the time of discussion it was mentioned that for quicker disposal of Speed Post article and Registered articles- the functioning of TVP is essential on the part of Department. The views of the Department cannot be denied by us, but without maintaining any formalities it was introduced hurriedly. So under these circumstances we earnestly request you to take the necessary steps-
1)    Necessary permission of the Railway Authority are required immediately for the safety and security of the staff as well as the public Mails.
2)    Necessary orders are required for carrying of Mails up to the weight limit prescribed by the Railway Authority to avoid the harassment of the Staff.
At the time of discussion it was assured that the only Speed and Registered Bags will be carried by the TVP from one end to other and as the person who carrying the mails with the train purchasing the Daily ticket/ Season ticket the prescribed weight norms should be restricted as maintained by the Railway Authority. It was also assured the necessary instruction will be issued from your good offices.
 Sir, in this connection we would like to inform you that, the Staff are compelled to perform the irregular job forced by the Departmental Authority. So we request you rest of the Bags (excluding Speed and Registered) to be routed through the other channel of communications.
We expect that you will keep your words and issue the necessary instruction without least delay.
A line of reply as action taken is highly solicited.

Sub: Regarding Establishment Review.
Sir,
             
           We have already expressed our views in connection with the Establishment Review of D.O., HRO, AHRO and SRO at the time of discussion today. Though we belief it is a continuous process but at the time of review the procedure which is adopted is not at per with the guideline specified by the Directorate.

           Sir, it is not the question of any whims or to satisfy any person, the procedure for review already been directed from the Directorate and the specification has been mentioned in the “PTC Mysore Establishment Norms”.

           So far our information received from various divisions the Guideline of “Malinder Singh Formula” and “Punjab Formula” not being followed properly.

           In this connection we can reiterate our discussion and even letter dated 21-01-2014, we like to mention the following points:
i)               For the post of Sub Division IRM- The Guideline vide DG P&T No. 6-56/61-PE Dt. 26.04.1962, No. 6-22/79-PE-II(I) Dt. 28.05.1979 and No. 6/62/77-PE-II Dt. 23.05.1979 not followed.
ii)             The Post of ASPO(HQ) is sanctioned in every RMS Divisional Office where the Strength of OA’s in Divisional Office exceed 16 (Excluding LRs and Complaints OA) vide DG P&T No. 28-18/74-PE-I Dt. 16.06.1974- violated, urges for proper justice.

Considering these all facts we again demand the proper review of the Offices mentioned above in each RMS and MMS Divisions. Gravity of the situation demands your immediate action and a line of reply on this score.

CHQ wrote regarding Handling and processing of Registered Parcel and Packets

Subject:- Handling and processing of Registered Parcel and Packets.
Respected Madam,       
           Kindly refer to Directorate letter O.M.No. 3-23/2012 –D dated 22.11.2013 vide which a new operation network of parcel products has been put in place. It has been prescribed therein that Business Parcels/Registered Parcels/Ordinary Parcels would be handled at `Parcel Hubs`It is clarified that Registered  Packets  are  to  be  handled  together  with Business/Registered/Ordinary  Parcels  at  the  Parcel  Hubs  and  articles barcoded  as  well  as  bag  labels  would  be  the  same  as  prescribed  for Business/Registered/Ordinary Parcels.
                The tariff of the Registered Packets and Registered Parcels are different as per Departmental orders. But the above mentioned orders issued by Directorate are contradictory, even a wrong message is going to public who are the subscribers of our Postal Department. These orders will also effect the RP Sorting.
                       We  would  urge  you  to  kindly  not  to  mix  the  2nd class Registered  Packets  and  Registered  Parcels  and  reconsider  the  above mentioned orders.
