Sir,
Discussion about AMPC took place
with the Service Union on the 4th January, 2012 by the then PMG(MM).
After then the Service Union raised some quarries to the then Chief Post Master
General on the 6th January, 2012 vide Union letter no. WB/59/AMPC
Dt. 06-01-2012 and the number of quarries is twelve (12) in numbers.
Among those quarries one most
important issue was “No. 5 – What is the specific selection of mails including
inward and outward to be handled by AMPC?”
The Service Union received reply
from the Authority vide no. 1-104/10-D/L-2 dt. 12-01-2012 signed by the then
ADPS(Mails), o/o the Chief PMG, Kolkata-12 intimating that, “AMPC is designed
to handle all machineable mails received for delivery in Kolkata as well as
emanating from Kolkata. Initially, all 1st Class inward and outward
mail, 2nd class inward mail and speed post mails will be handled at
AP Stg. Dn. Subsequently all other category of articles which are coming in
Kolkata and going out of Kolkata will be included.”
Again, a special Regional Council
(JCM) meeting held on 21-02-2012 about AMPC and a detailed discussion took
place. The issue of Mails handled by AMPC was also raised by the Staff Side in
presence of all the PMGs of Yogayog Bhawan. The same reply was given by the
then Chairman, Official Side/ RC(JCM) & Chief Postmaster General of West
Bengal Circle and mentioned in the minutes issued by the Circle Office vide no.
PSR/15/12/2008(JCM) dt. 21-02-2012 signed by the then Chief Post Master
General.
But we are very much surprised that Circle
Authority directly violating all those Minutes and issued an order vide no.
1-104/10-D/L-4 dt. 28-08-2014 and directed that, “Howrah RMS will send only the
machineable mails to AMPC Kolkata with proper facing in identified TRAYs …….”
There is a specific direction from
the Directorate vide memo No. 28-10/2006-D Dt. 20-03-2006 that, any
change of Mail movement to be discussed with the Service Union before taking
final decision- it was also violated.
Under these circumstances such type of
unilateral order not only hurt the Service Union but also the beach of trust.
Every time being a responsible Service Union we are trying to maintain the
cordial relation in between Staff Side and Official Side.
However, though it is too late but
we expect from the Authority to honour the minutes as mentioned above and
demand for immediate cancellation of the above order issued by Circle office on
28-08-2014.
A line of reply as action taken is
highly solicited.
