Sir,
            Regarding Mail Arrangement we are always in favour of quick disposal of articles in each corner, but so far our experiences concern there are so many revision of mail arrangement prepared by the authority itself unilaterally, invited the detention of articles for delivery and etc.
            Though a specific direction issued from the Directorate vide no. 28-10/2006-D dt. 20-03-2006 (Copy enclosed) that the matter will be discussed with the Service Union- which was denied for last few times past.
            Again, it came to know from various sources some sections are going to reschedule, some MMC services are going to be introduced for carrying mails- may invite another detention and extra expenditure be increased for the Department.
            Right from the Directorate, the spirit is to develop the service as well as to make the Department profitable in respect of viability, but here the authority is moving in the opposite direction.
            So, we earnestly request you to advice for an open mind discussion for finalization of the above raised arrangement along with the calculation of costing as intimated to you.
            A line of reply as action taken is highly solicited.

7th  PAY COMMISSION – CENTRAL GOVERNMENT EMPLOYEES PLEA FOR CONSTITUTION OF 7CPC SUPPORTED BY MINISTER SHRI .AJAY MAKEN

          While demand for constitution of 7th Pay Commission getting stronger, Shri.Ajay Maken Union Minister for Housing and Urban Poverty Alleviation has also given a support voice for formation of Seventh Commission as Central Government Employees will be entitled for 7th CPC Pay with effect from 1.1.2016.

          As per the Media reports, Shri.Ajay Maken has addressed a letter to Prime Minister Shri.Manmohan singh and pointed out that except sixth Pay Commission all earlier pay commissions were constituted in the third year of every decade. In other words earlier pay commissions except 6CPC were formed well before its implementations became due.

          The Union Minister for Housing and Urban Poverty Alleviation has also observed in his letter dated 14th March 2013 that setting up of 7th Commission was in larger interest ofGovernment Employees as well the Congress Party.

AJAY MAKEN BACKS CRY FOR SEVENTH PAY PANEL

          With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees’ request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission’s recommendations.

          In a letter addressed to Prime Minister Manmohan Singh, Maken underlined how every pay panel since the Second Pay Commission, barring the Sixth Pay Commission, were set up in the third year of the decade. “We are again in the third year of the ongoing decade and Central government employees are justifiably looking forward to the Seventh Pay Commission,” he said.

          Recalling that it was under Singh that the last pay panel was set up in 2005, after the NDA government failed to do so in 2003, Maken, in the communication dated March 14, requested that a decision be “taken on priority” for constitution of the Seventh Central Pay Commission. “A notification for constitution of the 7th Central Pay Commission is the need of the bour, which is bound to have bearing upon about 20 million employees,” he said.

           Maken concluded by emphasizing that setting up of the new pay panel was in “larger interest of government employees as well as the (Congress) party”.

NO BAN ON RECRUITMENT IN CENTRAL GOVERNMENT

           "There is no ban on recruitment in Central Government" said Minister of Dopt.
             In Lok Sabha while answering to a question, Minister V.Narayanasamy said that there is no ban on recruitment in Central Government and the respective Ministries /Departments concerned are required to fill up the vacancies within the framework of existing instructions/rules keeping in view functional requirement of the posts.
            “As per the Employment Market Information Programme of Ministry of Labour & Employment, employment growth in the organized sector including public and private sectors has increased from 281.72 lakh in 2009 and 289.99 lakh in 2011 registering a compound annual growth rate of 1.46%. The compound annual growth rate was 5.05% per annum in Private Sector and a marginal decline of 0.70% in Public Sector, mainly due to rightsizing.
           There is no ban on recruitment in Central Government. The respective Ministries /Departments concerned are required to fill up the vacancies within the framework of existing instructions/rules keeping in view functional requirement of the posts. In so far as Railways is concerned, notifications for filling up of about 2 lakh posts pertaining to safety, maintenance and operations have already been issued.
            The estimated number of total vacancies of regular Central Government Civilian employees (including Railways) as on 1.3.2011 is 5,81,591. The data in respect of CPSUs and Railway PSUs in not centrally maintained”.

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Consultant appointed

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.

Sir,
            After a long time the norms of Speed Posts and others were issued and circulated from the Directorate.
             Before introduction of Norms an unnecessary harassment of Staff were going on though there were a cut-off time.
             After issuing C.O. letter no. EST/Norms/RMS/2011 Dt.18.01.2013 (Which was not circulated to the Service Unions) a new formula adopted that, all the bags received by the Set to be opened which is totally contradictory of the norms specified from Directorate.
             So we want a details discussion to avoid any detention of public mails as the Staff are sole responsible for implementation of any kind of new Scheme or proposals. So their valuable opinions are required in practical field which is not taken into account.

Sir,
            Kindly recall our discussion had with you over Telephone on 19.02.2013, I like to narrate the facts in details below,

1.       One of Driver named by Sri Hitendra Nath Roy while performing duty with Schedule No. 12 (Cash Van No. 04E-0441) on 19.02.2013 conveying a good number of Cash (Government Money), when attended Siliguri Road Post Office, an ASI(Traffic) Police named by Sri P. Chakraborty (as information received from the Driver) who was on duty came to the Driver and used slang language with caught hold of collar of the Driver’s Shirt and behaved like an unsocial attitude. Even he seized his Driving License and advised an amount of fine Rs. 100/-.
2.       Being a Government responsible official it is sorry to say that physical assault is a criminal offence particularly where it is happening on duty.
3.       Even that last Saturday the Police authority intimated at the Depot. of MMS that Mr. Roy had to take anticipated bell from the Honorable Court of Law otherwise he will be arrested.

In this connection I earnestly request you to took up the case with appropriate authority and protect the Security of the Staff of MMS Siliguri for to avoid any resentment amongst the Staff. 
Again, it can also reiterated that, in front of Siliguri H.P.O., Pradhannagar P.O., Hill Cart Road P.O., Town P.O.(Bidhan Market), Siliguri Bazar P.O. etc. the problems are facing for parking of vehicles- which needed to be settled at an earliest with the appropriate Authority.
 A line of reply in this regard for protection of Staff and action taken will be highly appreciated.
