4 Monthly Meeting with CPMG held on 17th Feb 2016



4 Monthly meeting with the NFPE Gr. Of unions was held on 17th February 2016 with the CPMG. In addition to the old items the following new items of agenda were put for discussion by our Circle Union (R – III)
1)    Installation of X-Ray machine for Checking of Mails by Customs at Kol. Air Fgn. RLO Bldg., Kolkata.
2)    Measures to be taken to fill up the vacant posts of Dept. Canteen of different RMS offices. Posts like Canteen Manager, Cook, Wash Boy etc. should be immediately filled up for smooth discharge of Canteen services.
3)    Staff side should be well informed and be taken into confidence before implementing any Administrative policy like re-organization/ Shifting / Review of establishment.
Minutes of the meeting will be issued later and will be sent to the Divisional Secretaries after receipt of the same.

Sub: Brief of the NJCA meeting held on 19.02.2016 with the Convener, Implementation Cell, Ministry of Finance (Government of India), reg. 7th CPC recommendations and Charter       of Demands of the NJCA
A meeting of the NJCA held today with the Convener, Implementation Cell, Ministry of Finance, Shri R.K. Chaturvedi, wherein we discussed and emphasized on all the 26-point Charter of Demands of the NJCA send to the Cabinet Secretary on 10.12.2015. 
We agitated the issues of NPS, Minimum Wage, Multiplying Factor, deduction of HRA and all other important issues.
The Convener, Implementation Cell, Shri Chaturvedi, after hearing everybody, said that, he would put-up the issues to the Cabinet Secretary, and hopefully a meeting of the JCA would be held with the Cabinet Secretary and the Empowered Committee shortly within 15 days.
Let us not leave any stone unturned for preparations of the strike.

This service union affiliated to N.F.P.E. notes with deep concern that the Divisional Authority as well as the Circle Administration is quite reluctant in respect of solving the long pending issues raised time to time by the staff side in the interest of smooth functioning of the offices. Consequent upon such indifferent attitude on the part of the Administration, the resentment of the staff is growing up.
We therefore on the behalf of the service union once again urge upon you to intervene into the matter in order to solve the following long pending issues through a thread-bare discussion across the table with the staff side with a view to maintaining the cordial relationship between the Staff Side and the Administration as well as to avoid any sort of unrest in the Department.


DEMANDS
1. Stop harassment to the staff as well as to the public in the name of introduction of “CBS’ in the Postal Department.
2. Immediate restoration of the periodical meetings with the staff side at all levels.
3. Stop unwanted intervention on the Trade Union rights.
4. Fix definite norms and MDW in respect of works at Speed Hub, CRC, Parcel Hub and Kol Air Fgn.
5.  Stop implementation of unilateral administrative decision in respect of shifting of offices / establishments, reorganization, review etc.
6. Provide minimum required infrastructure in RMS Mail offices for smooth functioning of the offices.
7. Take immediate steps in respect of holding of DPC at regular measure of promotional purposes.
8. Take immediate measure for allotment of sufficient funds in respect of payment of OTA, Medical claims and wages of DRMs.
9. Immediate action to be followed for filling up the post of GDS in different Offices.
            a) Fill up all the vacant posts of different cadres including MTS in MMS.
            b) Replace all the condemned vehicles in MMS.
10.  Prompt Administrative measures to be taken for appointment of heirs of the deceased officials on compassionate ground.
11. Stop inhuman pressure on the staff in the name of “Floor clearance policy”.
    a. Stop forcible O.T. duty and stop harassment to the staff in respect of granting leave/ CCL.
12. Modify Mail Motor Schedule consulting with the representative of the Staff side.
13. Stop victimization for Trade Union activities.

11th Joint Biennial Circle Conference Ended With Grand Success. Red Salute to the Reception Committee and All Comrades of RMS SB Division.



11th Joint Biennial Circle Conference which was started at Purulia from 5th   February 2016 preceding the Circle Council Meeting on 4th February 2016, ended on 7th February 2016 with grand success. The Reception Committee and all Comrades of RMS SB Div. exerted their all effort to achieve the Conference a complete success and they have done it. Red salute to Reception Committee, all Comrades of RMS SB Division and all the leaders, guests, delegates, visitors who cooperated to make the Conference a grand success.
