Network for First Class & Second Class Mail.
Sir,
After a long
persuasion at the Directorate in connection with prompt disposal of mails and
to avoid the back routing of mails a specific order was issued from
Directorate on the 7th August, 2013.
Implementation of L1
and L2 concept which caused the detention and back routing of mails after a
long discussion at the directorate the result comes out.
But we are very sorry
to say that now we have already 1 ½ months lapsed the order which was issued vide
no. 30-7/2012-D not yet been circulated or rather issued from the circle
authority.
Due to
non-implementation of the order the back routing of mails causes the detention
are going on as report received from various divisions.
So, though we have
already lapses some times, we strongly urge for issuing the order in this
circle along with the revised due mail & sorting list as directed from the
directorate in the above said memo (Copy enclosed for ready reference).
Without further delay
we request your kind intervention at this purpose.

EMERGENT PROGRAMS AT DIVISIONAL & CIRCLE LEVELS
The Postal Coordination Committee has called to hold protest demonstrations at all divisions on 19th September 2013 and send resolution in the text below to the Chief PMG and concerned Regional PMG, through fax/speed post (fax no. of Ch.PMG 033-2212-0811). All affiliates of NFPE, W.B.Circle have to campaign, organize and hold this program. This program will culminate in a demonstration program at Circle Office on 20th September 2013 at 1:30 P.M. All divisions of Kolkata city and neighboring divisions including RMS/MMS, DAP, DPLI will mobilize maximum comrades to Circle Office on that day.

TEXT OF RESOLUTION AT DIVISIONAL LEVEL

This huge demonstration of NFPE Group of Unions, ..........
division/unit takes an exceptionally grave note of the recent
administrative attack on postal employees, particularly on members of
NFPE out of complete bias, like in passing orders of compulsory
retirement in North Presidency Division on charges based on concocted
stories. Same nature of vindictive intention is also being exhibited in
case of Kolkata GPO and Kolkata Airport Sorting. The administration is
evidently abusing the scopes of disciplinary cases to make the
solidarity of trade union movement fall apart.
This demonstration further notes that a particular section of
administration is patronizing and persuading such maligned practice in
our circle and therefore, requests the Circle Head to intervene and
restrict this part of the administration which is actually working
against the peaceful environment and harmony between the administration
and the staff-side.
Be it further resolved that if any effective and visible action is
not noted within a reasonable time, series of vehement trade union
movements will be launched circle-wide with unprecedented intensity.

Respected Madam,
It has come to the
notice of this union that General Secretary Mail guard & Class IV has taken
up a proposal for restoration of HMG/MG posts in H-13 sections, SG-Section,
WB-33 Section and WB-06 section by withdrawing SA cadre vide his letter No.
NUR-IV/CHQ/W.B. Circle/Sections /2013 dated 16.3.2013.
This item has already
been elaborately discussed in the periodical meeting with Secretary ,
Department of Posts held on 31-12-2001. Minutes of the meeti8ng were circulated
vide DG Posts No. 2-3/2000 which are reproduced below:-
“ General
Secretary R-IV stated that no open avenues of promotion for Group `D`
employees, only Head Mail Guards/Mail Guards should be posted in transit
section and TMO as per Molinder Singh formula. The Chairman pointed out that
the transit section were being run as per the general norms. Further, the
matter has already been discussed by the Departmental Council (JCM) and in the
circumstances it would not be possible to consider the matter in this forum”.
This issue cannot be
discussed outside the JCM forum.
We urge upon you to kindly refrain from any such action which may
hamper the status quo in this matter.
