Administration compelled for negotiation

Post Master General (M.M.) called the Convenor of Postal JCA today (on 13-09-2012) at 11-30 hrs. The meeting continued up to 13-30 hrs, regarding MMS Schedule a committee constitute and will discuss on 20^th September, 2012 at 10-00 hrs comprising Drivers and Mail Guards.

Rest of the issues also discussed.

Joint Movement against Outsourcing at AMPC and new Mail Schedule

Under the banner of Postal Joint Council of Action all cross section of postal employees of this circle have build up united struggle against the unilateral move of the PMG(MM) who imposed Outsourcing at AMPC at Kolkata AP Stg and changed the previous mail schedule in an unrealistic and unscientific way causing disruption of Postal Services as a whole. The Postal JCA, from a massive demonstration held on 27-08-12 on the floor of Yogayog bhawan submitted a memorandum to the then Chief PMG, copy of which has also been endorsed to the PMG(MM). Again another letter was also issued on 31-08-12 to the Chief PMG seeking her immediate intervention. Even meanwhile all Postal/ RMS/ MMS Divisions and DAP/ Admn. Office held demonstration at base level and sent resolution to the Chief PMG and the PMG(MM) on the same issue. But the Circle Administration, particularly the PMG(MM) finds it better to be indifferent to this ongoing movement and justified demands of the Staff side. This is a bitter and rare experience in West Bengal, which we have not faced here since long. So finding no alternatives the Circle level JCA arrange the demonstration program at Circle Headquarter  including two days’ mass leave and day long Dharna for 6^th and 7^th September, 2012.

But it comes to the notice that no positive steps from administrative side has been taken till date to settle the issue across the table in the interest of absolute normalcy in Postal Services in West Bengal.

Now there is no option but to start second phase of severe trade Union action. The Circle level Postal JCA has decided to start Campaign Program amongst the general public to inform the general mass that what is now happening in the Postal Department and why and for what reason the general public are not getting the proper Service from the Department of post and who is behind all of these.

SIT-IN  DEMONSTRATION  PROGRAM  TOMORROW  CALLED  BY  CIRCLE  JCA  

       A 4-hours sit-in demonstration has to be organised by the Circle JCA (West Bengal Circle Unions of NFPE & FNPO) on 4th September 2012 on the demands against outsourcing of permanent work in RMS wing particularly at AMPC, Kolkata as well as the unilateral introduction of New Mail Schedule from 6th August 2012 . A memorandum to those effects has to be sent to the Chief Postmaster General and PMG (MM), West Bengal Circle. The memorandum should preferably be signed by the Divisional JCA, if possible, otherwise may be submitted separately.

 R E S O L U T I O N

          This mass demonstration under the banner of Postal JCA comprising NFPE & FNPO Group of Circle Unions resolved with deep concern that, the Circle authority is taking reluctant attitude to settle the burning issues faced by the all cross-section of Postal and RMS-MMS employees of West Bengal Circle.

        We strongly demand immediate settlement of the Charter of Demand placed on 27^th August, 2012 across the table.
