                         Sub: Proposal for re-opening Business Office at Durgapur RMS.
Sir,
             We would like to intimate you the following facts for your kind information and hope for your positive approach on the subject mentioned above.

1)    A thread bare discussion took place in between staff side and official side under the chairmanship of Sri S.B.Bhattacjarjee, the then Ch.PMG for the revival of RMS offices in West Bengal, Business Office will be opened.
2)    In the meeting it was also discussed that no additional staff will be provided for the Business Office, by the existing staff it will be managed.
3)    As it was agreed by the official side and staff side accordingly the Business Offices were opened in various places.
4)    By this process the Business Office at Durgapur RMS was opened.

But we are sorry to say that a tendency in the recent days has been developed on the part of administration that decisions are taken keeping the service union in dark. Closing of Business Office of Durgapur RMS is the glare example of such tendency.

Sir, there are so many changes adopted by the Deptt. right from Dte. to the Circle level. Even at Dte. level it was duly discussed by the authority, that any merger/closure is to be discussed with the service union but we sorry to note that the Circle Administration is ignoring the guideline prescribed by the Dte.

Under this circumstances, we strongly demand for reopening the Business Office at Durgapur RMS and for the revival of Durgapur RMS we are enclosing herewith a concrete proposal along with the datas of the  B.O. Durgapur for your ready reference.

Hope a positive move will be taken by the authority to maintain our cordial relation as well as for the greater interest of the Department.

Circle Union wrote regarding Processing of Mails of Howrah RMS

Sir,
            Discussion about AMPC took place with the Service Union on the 4th January, 2012 by the then PMG(MM). After then the Service Union raised some quarries to the then Chief Post Master General on the 6th January, 2012 vide Union letter no. WB/59/AMPC Dt. 06-01-2012 and the number of quarries is twelve (12) in numbers.
            Among those quarries one most important issue was “No. 5 – What is the specific selection of mails including inward and outward to be handled by AMPC?”
            The Service Union received reply from the Authority vide no. 1-104/10-D/L-2 dt. 12-01-2012 signed by the then ADPS(Mails), o/o the Chief PMG, Kolkata-12 intimating that, “AMPC is designed to handle all machineable mails received for delivery in Kolkata as well as emanating from Kolkata. Initially, all 1st Class inward and outward mail, 2nd class inward mail and speed post mails will be handled at AP Stg. Dn. Subsequently all other category of articles which are coming in Kolkata and going out of Kolkata will be included.”
            Again, a special Regional Council (JCM) meeting held on 21-02-2012 about AMPC and a detailed discussion took place. The issue of Mails handled by AMPC was also raised by the Staff Side in presence of all the PMGs of Yogayog Bhawan. The same reply was given by the then Chairman, Official Side/ RC(JCM) & Chief Postmaster General of West Bengal Circle and mentioned in the minutes issued by the Circle Office vide no. PSR/15/12/2008(JCM) dt. 21-02-2012 signed by the then Chief Post Master General.
            But we are very much surprised that Circle Authority directly violating all those Minutes and issued an order vide no. 1-104/10-D/L-4 dt. 28-08-2014 and directed that, “Howrah RMS will send only the machineable mails to AMPC Kolkata with proper facing in identified TRAYs …….”
            There is a specific direction from the Directorate vide memo No. 28-10/2006-D Dt. 20-03-2006 that, any change of Mail movement to be discussed with the Service Union before taking final decision- it was also violated.
             Under these circumstances such type of unilateral order not only hurt the Service Union but also the beach of trust. Every time being a responsible Service Union we are trying to maintain the cordial relation in between Staff Side and Official Side.
            However, though it is too late but we expect from the Authority to honour the minutes as mentioned above and demand for immediate cancellation of the above order issued by Circle office on 28-08-2014.
            A line of reply as action taken is highly solicited.

             We like to brought to your kind notice that the great Durgapuja festival is knocking at the door . It is an important festival in our state for which all the inhabitant of  West Bengal including of our Postal family eagerly waiting.
             Under this circumstances, we earnestly request you to advice the Divisional head to grant all kind of dues (1) Medical Claim,(2) Festival Advance,(3) OTA,(4) Payment for DRM wages etc. before starting of the Durgapuja festival,.
             Hope your good offices will take proper initiative and urges for necessary action.

2nd State Convention of DRM Union

The 2nd State Convention of West Bengal R.M.S. & M.M.S. Daily Rated Mazdoor (D.R.M.) Union was hed at Tarapado Memorial Hall at 12-00 hrs. on 31-08-2014.
Com. Pradip Roy, eminent leader of C.G.E.C.C., West Bengal, inaugurated the convention. Com S.K. Bardhan, President, R-III, CHQ, Com. Swati Roy Bera, AGS, R-III, CHQ, Com. Ashoke Ghosh, AGS, R-IV, CHQ, Com. A. Lahiri, Circle Secretary, R-III, Com. Sanjoy Chakraborty, Circle Secretary, R-IV, Com. Nirmal Dey, Circle Secretary, P-IV, Com. Goutam Kundagrami, Circle Secretary, Postal Casual Workers Union and other Circle Leaders and Divisional Secretaries of R-III & R-IV were present. Com. Bidyut Naskar, Secretary, DRM Union placed draft Report and Com. Amit Mondal placed the Accounts for last three years. Nearly 100 DRMs from various RMS-MMS Division were present. 15 DRMs offered their views regarding Departmental situation and their position in the Department.
A Circle Body was prepared for next three years for functioning of this union as under.
