Massive Rally held on 24th August’2016 at Y. Bhawan under the Leadership of NFPE Group of Unions.



A massive rally and demonstration was held in front of main gate of Y Bhawan, office of the CPMG, WB Circle during the recess hours on 24.08.2016 under the leadership of NFPE Group of unions. Hundreds of Contingent Paid Staff, Daily Rated Mazdoors and regular employees participated in the Demonstration. The participants raised voice against inordinate delay to payment of arrears wages of contingent paid staff, implementation of Directorate’s order on 17/06/2016 regarding treatment of DRMS as Casual Labour and recruitment of GDS and MTS Gr.-‘C’ officials in RMS & MMS and many other long pending issues of this circle. The rally was addressed by all the Circle Secretaries of NFPE Group of unions and was presided by Com. Aparesh Lahiri and Com. Janardan Majumder. Com. Janardhan Majumder addressed the rally and gave caution to the administration for further course of intensive straggle if the demands of the low paid workers are not fulfilled within a short period. Later the leader of NFPE Group of unions met CPMG and discussed the issues. The Hon’ble CPMG assured the leaders of taking proper action for settlement of the issues without further delay.

Circle leadership met PMG (Mail & BD) on 01.08.2016 and discussed on the following issues:-

1. Holding of periodical meeting at regular measures in different levels.

2. Drafting of staff from Kolkata RMS to other Division and Circle office on attachment basis.

3. EPH,   Kol RMS Dn. is to be treated as separate independent unit.

4. Non- processing of membership verification – case of Kol RMS Dn.

5. To streamline the function of Parcel Hub – Case of Kol. RMS. Dn.

6. Transfer of two senior Sorting Assistant to RMS ‘SB’ Dn from HQ, Howrah to muffasil unit causing financial loss there of.

7. Posing of PO & RMS Accountants and Accounts Supervisor against the vacant posts of HRO, RMS ‘H’ Dn.

8. Payment of arrear wages of Part Time Contingent Paid workers case of RMS ‘SB’ Dn.

9. Recruitment of MTS Gr,. ‘C’ at MMS Kolkata and GDS mail man in different RMS Division.

10. Repairing of Rest House at Howrah under RMS ‘SG’ Dn and arrangement of new accommodation for Rest House at Assansole under RMS ‘WB’ Dn.
Hon’ble PMG (Mails & BD) assured of looking into case positively.

NFPE Group of unions under the leadership of Postal Co-ordination Committee Call for Agitational programmes to draw the attention of Circle Administration in respect of long pending burning issues:-

·        **  Observe Protest day and arrange Demonstration during Tiffin hours on 9th August 2016 at all divisional levels and submit memorandum to the Divisional Heads on the charter of demands stated below.

·         ** 2 days Hunger-fast and Dharna from 23rd to 24th August’2016 at Yogayog Bhawan, Kolkata- 12 from settlement of the long pending issues without any further delay.

Charter of Demands

1. A) Implementation of Directorate Order No- 2-53/2011-PCC dated 22-01-2015 granting effect of 6th CPC and pending Dearness Allowances in true spirit for Part time/Contingent paid employees. Filling of MTS from Part Time staff as per latest recruitment rules.

Note: In some Divisions like Central Kolkata , East Kolkata even current payment has not made to these poor employees after expiry of more than a year and  a half. Except North Bengal Region except Dinajpur Division in most of the Divisions current payment made but arrears are still due.

1. B) Implementation of Ministry of Communication , Department  of Posts, SPB-1 Section Memo No. 45-24/88 SPB-1 dated 17/05/1989 and GOI, Minisrty of Communication & IT , Department of Posts No. 2-53/2011-PCC dated 17/06/2016, instructing to treat ( Mazdoor, Casual Labourer, Contingent Paid Staff, Daily Wager, Daily Rated Mazdoor, Out sider) as casual labourers.

2. Filling up of all vacant posts in GDS cadre.

3. Ensure corrective measures to get rid of sufferings in the field of CBS.

4. Ensure proper infrastructure for Parcel Hub, Mobile Pilot Project.

5. Stop exerting pressure and harassment to the staff in the name of Floor clearance policy.

6. Sending back of the officials to Kolkata RMS Division transferred on attachment basis in different establishment.

7. Modification of MMS schedule and replacement of Old vehicles by new ones.

8. Stop irregular activities and vindication of staff in the name of Disciplinary proceedings. Also complete Disciplinary proceedings within time frame. Particularly for retiring employees.

9. Follow Directorate Guidelines while issuing tenure transfer memo. Cancel irregular posting order in general line issued (in different Divisions like Malda, South Hoogly, North Presidency) in case of approved Accounts.
