Circle Union Wrote regarding Manning of TVP Sections in West Bengal Circle

                        Sub: Manning of TVP Sections in West Bengal Circle.

Respected Sir,
            Kindly recall our discussion had with you on 23/12/2013 regarding the functioning of TVP Sections as started/ initiated by the Circle authority since September, 2013. The matter was brought to your kind notice that without taking approval from the Railway Authority Department started the functioning of TVP.
            So far report received by the Circle Union that the TVP are carrying a good number of Bags causes a misunderstanding with the passenger travelling in the same compartment. While travelling by train purchasing daily ticket/ Session ticket there is a norms prescribed by the Railway Authority for carrying of articles. But, the employees are compelled to carry the Mails more than the specified weight as prescribed by the railway authority.
            If you kindly remember at the time of discussion it was mentioned that for quicker disposal of Speed Post article and Registered articles- the functioning of TVP is essential on the part of Department. The views of the Department cannot be denied by us, but without maintaining any formalities it was introduced hurriedly. So under these circumstances we earnestly request you to take the necessary steps-
1)    Necessary permission of the Railway Authority are required immediately for the safety and security of the staff as well as the public Mails.
2)    Necessary orders are required for carrying of Mails up to the weight limit prescribed by the Railway Authority to avoid the harassment of the Staff.
Considering the entire situation and gravity of the above said issue we request you for issuing necessary instruction immediately for smooth functioning of the TVP.
A line of reply as action taken is highly solicited.

SEMINAR AND STUDY CAMP
Seminar on Modernization in Postal Department & Postal Services and Study Camp was organized by RMS `SG` Division and Circle Union R-III at Siliguri on 1st  December, 2013 under the Presidentship of Com. Soumen Roy, Dhusar kanti Dey & Bhola Bhattacharya.
Shri L. Pradhan PMG (NB & Sikkim Region) inaugurated the Seminar and elaborately spoke on Modernization in Postal Department & Postal Services.
Com. R.N.Parashar, ASG NFPE took a class on the subject on “ History of Postal Trade Union Movement and task ahead”. Com. Giri Raj Singh  G/S R-III took class on the subject on “Present Development in Postal Department particularly in RMS & MMS”
After lunch at 02.00PM on 1-12-2013 Com. K.K.N. Kutty, President, Confederation took class on the subject on “ Central Government Employees Movement & Role of NFPE “
Com. S.K. Bardhan President, R-IIICHQ & C/S addressed the Study Camp.
Com. Soumen Roy Circle President gave vote of thanks.
