Sir,
            Kindly recall our discussion had had with you on 21st March, 2014 in your chamber.

  1. Regarding abolition of Sections in connection with introduction of MMC for carrying of Mails. At the time of discussion it was assured that no RMS Section would be abolished.
  2. Regarding C.C. Camera we have put our reservation because in the name of safety and security all such camera have been miss-utilized for keeping a surveillance over the Trade Union Activities and we have received complaints that, in some places the privacy of lady officials have been jeopardized.
 When you assured that before installation of camera starting from divisions to anywhere, Staff side would be consulted and after arriving at a consensus only, action would be taken for installation of camera in the working spots. You have also assured that, Directorate’s instruction would also be brought to the notice of the Staff side and exchange of views would be done as early as possible by holding a meeting.

While appreciating your views we shall request you not to allow any kind of violation in this regard any where as reflected in our discussion.

Convention of Postal Co-ordination Committee (NFPE), West Bengal Circle



The 2nd organizational convention of Postal Co-ordination Committee of NFPE Group of Circle Unions, West Bengal Circle held on 23rd March, 2014 at Yogayog Bhawan (13th Floor). The convention was started by hoisting the Red Flag of NFPE by Com. Bijoy Gopal Sur, President, PCC. All the Circle Secretaries and the distinguished leaders of Postal movement paid their homage to Martyrs. The Convention was inaugurated by Com. Pijush Roy, General Secretary of Central Govt. co-ordination Committee, West Bengal. He explained the role of P&T workers in the freedom movement and in working class struggle after independence. He urges for intensive campaign in favour of the Left, democratic and progressive forces in the coming 16th Loksabha General Election.

Nearly 200 delegates including 3 lady delegates from different wings of Postal and RMS and non regular employees organizations attended the convention of which 13 delegates including one lady delegate made their deliberation upon ‘Secretary’s Report’ and reflected the various problems faced by the workers in their respective fields. All the delegates expressed their determination to take active role in the campaigning programme to support the Left candidates in the forth coming election.

Com. Pranab Chattopadhyay, eminent leader of the working class movement inspired the Delegates by his maiden speech referring to the overall movement of Working Class. He explained the Socio-economic condition of the country and role of 2nd UPA Government, role of communal forces of the country and our task ahead in connection with ensuing election in order to defeat the anti-working class Policy of the Govt. of our country as well as the Govt. of West Bengal. Com. Shib Sankar Roy, ex-convener 12th July Committee addressed the convention and requested the delegates to carry out the direction of the leaders with full efforts. Com. Tapan Dasgupta, Convener, 12th July Committee, delivered his valuable speech regarding the task ahead.
Com. Bijoy Gopal Sur, Com Janardan Majumder and Com. Sanjoy Chakraborty have been elected as President, Secretary and Treasurer respectively of Postal Co-ordination Committee.

Circle Union & Federation took up the case of In House Training of Direct recuited PAs and SAs



It is known to us that, nearly 450 candidates have been recruited in PA/SA cadre by direct recruitment against the vacancies of the year 2011-12 and awaiting for their induction training at PTC. As per procedure being followed, the candidates selected for appointment of PA/SA after completion of pre-appointment formalities viz character and antecedents verification, medical examination and verification of their educational certificates are required to undergo training in PTCs before their service could be utilized. But the Training of those candidates are pending due to non-availability of seats in PTCs and the selected candidates was not joined their services till date, though at present there is acute shortage of PA/SA in this Circle.

Circle union took up the case with HOC and requested that, on completion of the pre-appointment formalities in respect of candidates they may straightway be issued offer of appointment by the divisions and they may be deputed for training as soon as the slots become available in the PTCs and till they are trained by PTCs they may not be utilized at Sensitive Posts. Pending their training, the circle may issue their posting orders and commence their In House Training as far as possible based on the PTC syllabus. Such instruction was issued earlier from Dte in r/o direct recruitment against the vacancies of 2009 & 2010 vide Dte No. 60-9/2010- SPB-I dated 10th November, 2010.

Circle Administration took up the case at Directorate level. Our Federation also took up the case with the appropriate Authority.

Cadre Restructuring Committee— Present Stage:
The DDG(P) & Chairman, Cadre Restructuring Committee intimated that the current Proposal (Click Here)  submitted by the Staff side is to be put for discussion under internal meeting of the official side (Govt.side). Thereafter formal Cadre Restructuring Committee Meeting with the Staff side (Union side) will be convened shortly to finalize our current proposal.

The 30th All India Conference of All India RMS & MMS Employees Union, Group `C`(CHQ) will be held from 15th  to 17th  June, 2014 at  Tirupati (A.P.). All Delegates should reach the venue before 10 am on the 15th June, 2014 positively.
All the Divisional Secretaries and Branch Secretaries are requested to take initiative accordingly.
A Special Circle Working Committee Meeting of All India RMS & MMS employees Union, Group 'C', West Bengal Circle Branch will be held on 23rd March, 2014 (Sunday) at  Yogayog Bhawan (13th Floor) at 09-00 hrs in c/w Convention of Postal Co-ordination Committee.
All the Circle Office Bearers and Divisional Secretaries are requested to attend the meeting positively in time.

Sir,
                  Information received from RMS ‘WB’ Dn. that a contingent plan of SP SH/ ICSH/ CRC has been instructed to be observed vide SSRM, RMS ‘WB’ Dn. memo no. D3/Mail Monitoring/ Ch-III dated at Howrah, the 07-03-2014. In this connection we would like to convey our views on the subject as follows.
                  Our mighty department is functioning with some specific Norms/ regulations etc. The whimsical move on the part of Administration is nothing but a kind of problem creating in the offices. Hope we all should be careful to avoid such line of practices in order to maintain our cordial relation only for the sake of betterment of our Services. We, therefore, urge upon you to advice the Divisional Head to take necessary steps for the followings for smooth functioning of the office particularly of the aforesaid branches.
First Part:
1.     The Division is running with acute shortage of manpower. We will be highly thankful if the Administration can achieve the target for filling up the vacant post and to compose all the sets with full strength of Staff and with good working atmosphere.
2.     In connection with Sl. No. 2 of the circular issued as above, we would like to say that, if there is any specific rule regarding extension of working hours of the Set that should be strictly followed in all respect.
3.     Regarding performing of OTA we can only say that the spirit of the order is nothing but to indulge the staff to involve in a bad practice.
Second Part:
1.     In respect of Item no. 1 regarding non-attendance of Mail Guard or Mail Agent and performance of duty by MTS Group- ‘C’ officials in place of absentee, we are in the opinion that the HMA/HSA will work as per MDW.
2.     Regarding Mail Movement we would like to convey our views that the schedules for transshipment of mails are specified by the authority. HSA or HMA should not be held responsible for it if the competent authority can make the arrangement the HSA or HMA will do the needful as per MDW.
3.     The order regarding fixation of responsibility should be inconformity with the Departmental rules and regulation. Hence the instruction issued in the circular is not at all acceptable.
Hope your good office will take necessary approach towards the solution of problems created so far consequent upon issuance of the above instruction and a line of reply regarding the action taken will highly be appreciable.
