MOVEMENT  AGAINST  OUTSOURCING  OF  RMS  WORK  AND  ANTI-PEOPLE / ANTI-EMPLOYEE  MAIL SCHEDULE : CIRCLE  LEVEL  JCA  (NFPE & FNPO)  CALLS  FOR  EVERYONE'S  PARTICIPATION 

    The flag of legacy of struggle-movement of Postal Employees in West Bengal Circle has once again been held high as a new series is launched by Circle JCA comprising of all federated unions of NFPE & FNPO with respective GDS unions. This is against the outsourcing of RMS work, which could have easily be done by available manpower, and unilateral implementation of a new mail schedule from 6th August 2012 which is practically dismantling the delivery system.

WHY WE ARE PROTESTING :
Automated Mail Processing CentreAMPC at New Delhi, reportedly costing about 42 crores. The total expenditure for installation of AMPC of Kolkata already reach 70 Cr. 
  •  Against outsourcing and contractorisation of Postal work : Most of the letter-traffics are supposed to be sorted through two AMPC (Automated Mail Processing Center) machines installed at Kolkata Airport Sorting. But a segregation is required to differentiate between machinable and non-machinable articles. This originally is the work of departmental RMS staffs like Group-D. IF sufficient numbers of Group-D (MTS) staffs are not available, the staff-sides agreed to accept engagement of DRMs for this work due to prevailing reality. Already there are good numbers of DRM engaged in the RMS for different work due to shortage of staff. But the Circle Administration is engaging contractors (and their labours) to get this work done instead of departmental staffs or DRMs. As segregation work is a permanent nature of work of RMS, all unions have agreed not to accept the plan of making the door open for contractors inside our department. Already we have halted the practice at Airport Sorting. 
  • Against the new mail schedule : The Circle Administration has unilaterally introduced a new mail schedule in Kolkata and adjacent areas from 6th August which is absolutely unrealistic and detrimental to the delivery system. In many Post Offices Mail Van has ceased to ply and those offices have been directed to collect their mail by deputing their office Group-D (MTS) staff to a transit office. As a result, offices already suffering from staff-shortage are being deprived from the service of the Group-D staff for a good period of time. In many offices where mail vans are still plying, mail is reaching before or even after the closing hour of the office, resulting in overstayal of the office-staffs without justified reason. In some of the offices, especially at the periphery of the city, transit of mail has been increased by one day. At different RMS offices, huge number of bags of letters have been piled up due to faulty system, which is also drawing attention of the media.      Actually, the administration wants to lead to privatise the mail motor. If we let the contractorisation of permanent work and the new mail schedule to work, gradually more work will be outsourced and this will ultimately invite a PPP-model in our department, thereby leading more posts to abolition and contributing to the increasing unemployment. 
      Against these attacks and conspiracies, West Bengal Circle NFPE and FNPO have successfully formed a JCA under the convenership of Com. Samir Bardhan (NFPE) and Sri Panchu Gopal Dutta Banik (FNPO). All Circle Unions of both sides are proud to be the part of this historic JCA. Alreday JCA has organised demonstration at C.O. on 27th August, daily programs at RMS units from 28th August and in all divisions on 29th August. Call has been announced to hold gate meetings / meetings at public places to reveal the reason of delayed delivery of articles. Comrades are also requested to display posters at all offices.
     On 4th September 2012, a four-hour sit-in protest demonstration has to be organised at all divisions on the basis of the above discussion and a resolution has to be adopted and sent to the Chief PMG and PMG(MM). All these programs have been called both by NFPE & FNPO under the banner of the Circle JCA. So our comrades are requested to please build up broader unity in each division for the sake of protecting the department. Even if at some places there are local issues, please go on with the movement on our own strength.
      On the same day, our All India Part-Time Contingent-paid workers' Union has also called a sit-in demonstration. Both programs will run simultaneously, but the resolution for the Part-time organisation will be signed by only our union as it is our All India program.
       THERE IS NO TIME LEFT TO SPARE OR THINK. PLEASE DEPLOY ALL OF OUR ORGANISATIONAL STRENGTH, WE HAVE TO ACHIEVE SUCCESS IN THIS STRUGGLE.

 Considering all aspect and compulsion we are not against Automatic Mail Processing Centre at Kolkata. It was our understanding that Department will consider the existence of all Mail Offices at the time of installation of AMPC. But we are very sorry to say that the existence of Kol. RMS, Sealdah RMS now at this moment in danger and in future the other Mail Offices may also effecte.
       So considering these all and the gravity of the situation we demand the following for immediate settlement for the existence of these offices.
 i)                    Introduction of 1st class L1 office at Sealdah RMS and Kharagpur RMS.
 ii)                  Introduction of 2nd class L1 office at Kol. RMS and Sealdah RMS.
      iii)    Segregation of mails can handle by Kol. RMS and allow Kol. RMS to                              handle the non-machinable mails.
 iv)      On the other hand it also came to our notice that proper infrastructure like sitting arrangement etc. not being provided at AMPC for the officials and the harassment of staff are going on, composition of set not yet been finalized, staff are unnecessary harassed administration is reluctant.
          So, the organization requests you to take a positive approach so that the relation between official side and staff side can run in the same path for the revival of our Department.
M.M.S Schedules
  1)                  Regarding MMS Schedule we firmly expressed at the time of discussion on 23rd August at conference room that on behalf of organization we have submitted the proposal, but it was denied that it was not a proposal. Here in this aspect we are submitting the copy which was given as suggestion/proposal on 29.03.2012(Ref. No. WB/42 dtd. 29.03.12)
 2)                  At the time of discussion we were informed that the number of schedules would be increased. In this connection we like to mentioned that Circle Office Memo No. MLS/TSO Sch/MMS/12(A) dtd. 27.7.2012 where it reflects that the information which was placed not tallied(copy is enclosed here with)
 3)                  We like to submit the following information:- Number of operational vehicles at Beliaghata 60 and Howrah 11 including off vehicles. We want proper utilization of vehicles and man power.
 Proposals:-
a)      The time contribution for running vehicles from one office to other office in c/w 1st TSO schedule is not sufficient, for an example we can mentioned about Sch. No. 101,102 etc.
 b)     Stop whimsical introduction of schedules by ASRM of Kol. RMS/Kol. A.P.Stg./M.A, Sealdah RMS.
 c)      Collection of mails are not required with 1st TSO, so it should be stopped.
 d)     The DHL Hub in Sch. No. 016 to be stopped for the safety and security of the staff at night.
 e)      The staff who are plying with the schedules to be delivered the mails with respective sections , if the sections are running late they may be relieved at MA, Howrah/MA, Sealdah or other Mail Agent point with in their duty hours.
 f)       All the schedules will touch Post Offices for to collect the mails in c/w 3rd TSO.
 g)      In morning TSO- Discontinuation of AMPC connection is suggested.
 h)     Additional Night Schedules are required at least two(2).
 i)        More Speed Schedules are required.
 j)       Separate Feeder Services are required for AMPC/Howrah/Sealdah.
 k)     This is most important and pertinent that Drivers will not stay on wheel more than 6 ½ hrs. so the schedule to be maintained accordingly.
l)        The Schedule  No. 010, 012, 302, 307, 309, 310, 316, 319, 320 are culminating in late night it should be rectified immediately.

 Madam/Sir,
       In the above said office letter it was mentioned that “Due to the proposed shifting of Speed Post operations of Kol. RMS SH to AMPC, Kolkata, a new set of MMS schedules in respect of 1st TSO schedules, Speed Post schedules, 3rd TSO schedules and other Air/Sectional schedules is going to be introduced on and from the 6th August, 2012.”
 1)      In C.O. letter it is specifically mentioned that shifting of Speed Posts operation from Kol. RMS to AMPC, so it is crystal clear that changes are required for Speed schedules.
2)      There are specific direction from the Directorate that any changes in mail operation parts, before implementation it will be discussed with service union and in particular in Bi-monthly/4th-monthly meeting it is mentioned in the minutes that regarding MMS schedule there will be discussion with in the staff who are involved  in this affairs.
3)      The memos issued to the service unions on 31.7.12 (Tuesday) and posted on 01.8.12(Wednesday) received by organization on 04.8.12(Saturday) which implied that the intension of the authority to keep the organization in dark.
4)      In the month of March,2012 one TSO schedule was introduced vide Memo No. MLS/K-9/TSO Sch/Kol. RMS dated 12.03.12 and accordingly intimating the service union that if any modification or rectifications are required will be taken care of.
5)      It will not more than sufficient that a written proposal after a long discussion with the then A.D(Mails) as advised by PMG(MM) submitted on 29.03.12 vide Ref. No. WB/42 dated 29.3.12.
6)      But it is needless to mention that your office is so reluctant and have got no idea for mail movement which causes the harassment to all cross section of Postal employees.
7)      The persons  involving themselves for preparation of those schedules have got no practical knowledge or idea about the city of Kolkata and the location of various Post Offices, simply collecting some data from various corner it has been prepared.
 8)      The Mail Guard and Driver cadres are the only persons who have got a knowledge and experiences about the road positions/timings/position of the Post Offices etc.
9)      The views of these two cadres were neglected. This has been done motivatedly to create the unwanted problems- for an example, again on 07.08.12 after introduction of the schedules a group of Mail Guards and Drivers met with A.D(Mails) and proposed some specific suggestions, but two weeks already lapses not a single inches development occurred.
10)  After introduction of the schedules from every Divisional authority of RMS and Postal informed the problems to the Circle Office, but the same schedules are all going on without any rectification.
11)  The report what we received that the person who is the controlling authority of Mail Motor he also very much annoyed and compelled to submit a concrete proposal for rectification, but from C.O. no response comes out yet.
12)  In particular the Postal employees of Post Offices who are related with this mail transshipment are facing problems and detained badly. The Gr-D officials of various Post Offices forced to do some unusual works in connection with mail transshipment. Apart from this there is serious shortage of staff in Gr-D cadre particularly in receiving office. Once the Gr-D official is involved in new mailing system, the services of respective office will be jeopardized.
13)  Due to curtailment of schedule an enormous pressure are now faced by the Drivers and Mail Guard.
14)  Due to these kind of one and approach all the mails of West Bengal Circle are detained badly and staff are being accused from every end, in this connection we can expressed some specific example; i) R-Net, ii) Sorting “L” Dub, iii) Speed Hub, iv) AMPC etc.
15)  Some schedules are plying in various Post offices beyond there duty hours, for an example, in Kol. Foreign Post, the schedule attend at 19.30 hrs.
             Under these circumstances this mass gathering demand for immediate rectification of MMS schedule with in this week for quick disposal to public mails otherwise we have no other alternative to go on trade union action from the next week for which the administration will be sole responsible.
             Hope the Circle administration will move forward and positive action will be taken to solve the problems and maintain the cordial relation in between the staff side and official side.
             A line of reply as action taken is appreciated.
